Most people arriving in Scotland from abroad must quarantine for 10 days at a cost of £1750 in an airport hotel, according to current Covid standards. Universities contend that this acts as a deterrent to international students. Four colleges are rumoured to be in the final stages of negotiation to participate in a summer pilot. Overseas students at these institutions will be able to bypass hotel quarantine and isolate in university-managed housing under strict conditions. Universities would be able to give practical help and instructional support under this system.

It is unclear whether the student will incur any further costs. The Scottish government has yet to confirm the pilot programme but has stated that it is considering alternatives. Since February, anyone arriving in Scotland on a foreign flight has had to stay in a hotel for ten days to be quarantined. In other regions of the UK, a similar plan exists, although, unlike Scotland, it only covers flights from nations on a red list. Scotland attracts a large number of international students, with up to 22% coming from other countries. In Scotland, there are approximately 50000 international students. Around 20000 people come from EU countries, with the remaining 30000 coming from all over the world. Non-EU students make up the greatest proportion of the student body.
